PEER REVIEW POLICY

Ensuring Quality, Originality, Fairness and Academic Integrity

The Paradigm Chronicle Journal of Academic Inquiry & Critical Thought follows a systematic, impartial and academically rigorous peer-review process to maintain the quality, originality, relevance and integrity of published scholarly work. Peer review is an essential component of the journal's editorial quality-assurance system and provides independent expert evaluation before a manuscript is accepted for publication.

Each submitted manuscript is evaluated according to its scholarly merit, originality, academic relevance, research methodology or intellectual approach, quality of analysis, clarity of presentation, ethical compliance and contribution to the relevant field of inquiry. Because the journal encourages disciplinary, multidisciplinary and interdisciplinary scholarship, manuscripts are assessed according to standards appropriate to their particular academic context.

Manuscripts considered suitable after preliminary editorial screening are ordinarily subjected to a double-blind peer-review process involving at least two qualified reviewers with appropriate subject or methodological expertise. Reviewer recommendations inform the editorial process, while responsibility for the final publication decision remains with the Editor-in-Chief or authorised Editorial Committee.

01   MANUSCRIPT SUBMISSION

Beginning the Editorial Process

The review process begins when an author submits a manuscript to The Paradigm Chronicle through the journal's prescribed submission system. Authors are responsible for ensuring that their manuscript is complete, original, appropriately referenced and prepared according to the journal's author guidelines and publication-ethics requirements.

Submission of a manuscript does not automatically guarantee external peer review or publication. Every manuscript must first satisfy the journal's preliminary editorial requirements before being forwarded to independent reviewers.

02   PRELIMINARY EDITORIAL SCREENING

Initial Assessment before External Review

After submission, the Editor-in-Chief, Managing Editor or an authorised member of the Editorial Committee conducts an initial examination to determine whether the manuscript satisfies the journal's fundamental scholarly, technical and ethical requirements.

✓ Scope: The manuscript should be relevant to the journal's academic, multidisciplinary or interdisciplinary scope.

✓ Originality: The manuscript should represent original scholarly work and may be subjected to similarity screening and editorial examination.

✓ Academic Quality: The study should possess a clearly identifiable scholarly purpose and meaningful academic contribution.

✓ Format: The manuscript should substantially comply with the journal's submission and formatting requirements.

✓ Completeness: Essential manuscript sections, references, author information and declarations should be appropriately provided.

✓ Ethical Compliance: Relevant requirements concerning authorship, plagiarism, research ethics, conflicts of interest and other publication matters should be satisfied.

A manuscript that is clearly outside the journal's scope, seriously deficient in academic quality, inadequately prepared or inconsistent with fundamental publication-ethics requirements may be returned for correction or rejected before external peer review.

03

Double-Blind Peer Review

The Paradigm Chronicle ordinarily follows a double-blind peer-review model. Under this system, the identity of the authors is concealed from reviewers and the identity of reviewers is concealed from authors during the review process.

The purpose of double-blind review is to support impartial assessment by reducing the potential influence of author identity, institutional affiliation, academic position, nationality, geographical location or other personal factors unrelated to the quality of the manuscript.

Authors should prepare blinded manuscript files without unnecessary identifying information, while reviewers should not deliberately attempt to discover author identities through external searches or other means.

04   SELECTION OF PEER REVIEWERS

Selection of Qualified Subject Experts

Manuscripts considered suitable for external review are ordinarily assigned to at least two qualified reviewers with relevant subject knowledge, research experience or methodological expertise.

Reviewer selection may take into account academic specialisation, methodological competence, research experience, suitability for the subject matter and the absence of significant conflicts of interest.

For interdisciplinary manuscripts, reviewers from different academic backgrounds may be invited where additional expertise is necessary to provide a balanced and sufficiently comprehensive assessment.

05   PEER-REVIEW EVALUATION CRITERIA

What Reviewers Evaluate

Reviewers assess manuscripts according to scholarly criteria appropriate to the relevant discipline and type of contribution. Depending upon the nature of the manuscript, evaluation may include the following:

Originality

The novelty, originality and intellectual value of the manuscript's contribution.

Academic Relevance

The importance and scholarly relevance of the research question, problem or argument.

Objectives

The clarity and coherence of the study's objectives, research questions or hypotheses.

Literature Engagement

The relevance and adequacy of engagement with appropriate existing scholarship.

Methodology

The suitability, clarity and scholarly justification of the research design or intellectual approach.

Data & Evidence

The relevance, reliability and appropriate treatment of data, sources or other scholarly evidence.

Analysis

The quality, consistency and appropriateness of analytical procedures and reasoning.

Results / Findings

The clarity, reliability and scholarly significance of the principal findings.

Discussion

The quality of interpretation and relationship between findings and existing scholarship.

Conclusion

Whether conclusions are appropriately supported by the evidence, reasoning and scope of the study.

References

The relevance, accuracy and appropriateness of cited scholarly literature.

Presentation

The organisation, clarity, coherence and overall academic presentation of the manuscript.

Research Ethics

Compliance with relevant ethical, authorship, originality and research-integrity requirements.

Scholarly Contribution

The potential contribution of the work to knowledge, theory, policy, professional practice or critical scholarly dialogue.

06

Multidisciplinary and Interdisciplinary Review

Because The Paradigm Chronicle supports academic inquiry across diverse disciplines, manuscripts are evaluated according to the legitimate scholarly standards and methodological traditions appropriate to their field.

Forms of evidence, research methods, theoretical approaches, analytical conventions and structures of argument may differ considerably across humanities, social sciences, education, natural sciences, mathematics, law, technology and other academic fields. Reviewers should therefore avoid imposing disciplinary requirements that are inappropriate to the manuscript under evaluation.

Where a manuscript integrates multiple disciplines, additional reviewers or specialist advice may be sought to ensure that the principal components of the research receive appropriate scholarly consideration.

07   CONFIDENTIALITY OF PEER REVIEW

Protection of Unpublished Scholarly Material

Submitted manuscripts, review reports, unpublished research information and editorial correspondence are treated as confidential scholarly material. Reviewers and editors should not disclose manuscript content to unauthorised individuals.

Unpublished ideas, data, arguments, findings, methods or interpretations obtained through peer review must not be used for personal research, competitive advantage, financial benefit or another unauthorised purpose.

The duty of confidentiality continues after completion of the review process regardless of whether the manuscript is accepted, revised, withdrawn or rejected.

08   CONFLICTS OF INTEREST

Maintaining Independent Scholarly Judgement

Reviewers should disclose any financial, professional, institutional, personal, academic, competitive or collaborative relationship that could reasonably influence, or appear to influence, the impartiality of their assessment.

Where a significant conflict exists, a reviewer should normally decline the assignment or inform the Editorial Office so that the Editor can determine whether an alternative reviewer should be appointed.

Editors should likewise avoid handling manuscripts where their own interests or relationships could compromise, or reasonably appear to compromise, editorial independence.

09

Submission of Reviewer Reports

Reviewers are expected to provide clear, constructive, respectful and academically reasoned reports. Comments should identify significant strengths and weaknesses and should explain substantive concerns sufficiently to assist authors and editors.

Review comments should focus upon the manuscript and its scholarly content. Personal attacks, discriminatory language, insulting observations or unsupported allegations concerning authors are unacceptable.

Where reviewers identify possible plagiarism, fabrication, falsification, duplicate publication, citation manipulation or another significant publication-ethics concern, the issue should be reported confidentially to the Editor.

10   EDITORIAL DECISION

Decision after Peer Review

After receiving the reviewer reports, the responsible Editor assesses the manuscript together with the reviewers' recommendations. Reviewer recommendations are considered carefully but remain advisory and do not automatically determine publication.

Accept
Minor Revision
Major Revision
Resubmission
Reject

The final publication decision is made by the Editor-in-Chief or authorised Editorial Committee after consideration of reviewer reports, manuscript quality, revisions, ethical compliance and relevant journal policies.

11   REVISION AND RESUBMISSION

Responding to Reviewer Comments

Authors receiving a revision decision should carefully address the substantive observations made by reviewers and editors. A revised manuscript should ordinarily be accompanied by a point-by-point response explaining how the relevant comments have been addressed.

Where authors disagree with a reviewer recommendation, they may provide a respectful and academically reasoned explanation. Authors are not expected to accept every suggestion mechanically, but significant concerns should be adequately considered and addressed.

Submission of a revised manuscript does not guarantee acceptance. Depending upon the nature and extent of the revisions, the manuscript may be evaluated by the Editor or returned to the original or additional reviewers for further assessment.

12

Conflicting Reviewer Recommendations

Independent reviewers may occasionally reach different conclusions concerning the same manuscript. Such disagreement does not automatically lead to acceptance or rejection and is not necessarily resolved by a simple numerical majority.

The responsible Editor examines the scholarly reasoning supporting the different recommendations and may request clarification from reviewers or obtain an additional independent expert review where necessary.

The final decision is based upon the manuscript as a whole, the quality of the reviewer reports, the authors' responses and the journal's academic and ethical requirements.

13   ETHICAL CONCERNS DURING PEER REVIEW

Research and Publication Integrity

If possible plagiarism, fabricated or falsified data, duplicate publication, inappropriate authorship, unethical research, citation manipulation, undisclosed conflicts of interest or another significant integrity concern is identified during peer review, the matter should be reported confidentially to the Editor.

Such concerns may lead to requests for clarification, supporting documentation, additional editorial examination or temporary suspension of the review process while the issue is assessed.

An allegation should not automatically be regarded as proof of misconduct. Where appropriate, authors should be given a reasonable opportunity to provide clarification or supporting evidence before serious editorial conclusions are reached.

14   AI AND CONFIDENTIAL PEER REVIEW

Human Responsibility in Scholarly Evaluation

Peer review requires independent human scholarly judgement. Reviewers remain responsible for the reasoning, assessment, comments and recommendations contained in their review reports.

Confidential manuscripts, unpublished research data or identifiable manuscript material should not be uploaded to publicly accessible generative artificial-intelligence systems or external services where confidentiality, privacy, data security or retention arrangements cannot be adequately assured.

Artificial-intelligence tools must not replace the independent disciplinary expertise, critical reasoning and professional judgement expected from qualified reviewers or responsible editors.

15

Final Evaluation and Acceptance

A revised manuscript may proceed toward final acceptance when the responsible Editor is satisfied that the principal scholarly and ethical concerns raised during peer review have been adequately addressed.

Where major revisions substantially affect methodology, analysis, theoretical interpretation, evidence or conclusions, the manuscript may be returned to reviewers before a final decision is reached.

Final acceptance indicates that the manuscript has completed the journal's required editorial and peer-review stages. Authors nevertheless remain responsible for the accuracy, authenticity and integrity of the final published work.

16   POST-ACCEPTANCE AND PUBLICATION PROCESS

From Acceptance to Publication

After final acceptance, the manuscript enters the production stage. This may include copyediting, formatting, proofreading, preparation of metadata and other technical checks necessary for publication.

Authors may be requested to examine proofs and correct production errors before the article is formally published. Substantial new changes to the research after acceptance may require further editorial consideration.

Publication does not prevent the journal from examining credible ethical or scholarly concerns that may subsequently arise in relation to a published article.

EDITORIAL INDEPENDENCE

Fair Evaluation Based on Scholarly Merit

Editorial and peer-review decisions are based upon the originality, scholarly quality, academic relevance, methodological soundness, clarity, ethical compliance and intellectual contribution of the submitted manuscript.

Publication decisions should not be improperly influenced by an author's nationality, gender, religion, institutional affiliation, geographical location, professional position, academic seniority or other personal characteristics unrelated to the academic quality and integrity of the work.

Reviewer Recommendations Are Advisory

Peer reviewers provide independent expert advice intended to assist the journal in assessing the scholarly quality and suitability of submitted manuscripts. Reviewer recommendations constitute an important part of editorial decision-making but do not independently determine publication.

The Editor-in-Chief or authorised Editorial Committee retains responsibility for the final decision and may obtain additional reviews, specialist opinions or clarification where necessary to ensure a fair and sufficiently informed assessment.
